FEMA and Homeland Security Grants
State and local agencies are utilizing Homeland Security Grant Program (HSGP) funds to purchase HeaterMeals.
HeaterMeals are considered “Critical Emergency Supplies,” and can be procured through the Authorized Equipment List (AEL) category number 21CR-00-FOOD, “Shelf Stable Ready to Eat Food Packs. The HSGP mandates that states spend at least 25% of these funds for “…law enforcement terrorism prevention-oriented planning, organization, training, exercise, and equipment activities, including those activities that support the development and operation of fusion centers.”
Under that requirement, Agencies and First Responders are using HeaterMeals as part of their training exercises, and for stocking EOCs and Fusion Centers.
The AEL categories can be accessed online at the Responders Knowledge Base, www.rkb.us. The Critical Emergency Supplies / Shelf Stable Ready to Eat Food Packs category is accessible by using the Search function at the upper right of the page.

As part of the State Homeland Security Program (SHSP) grant, the Emergency Management Performance Grants (EMPG) Program, and the Urban Areas Security Initiative (UASI) grant, HeaterMeals are classified as Critical Emergency Supplies (shelf-stable food products), and are also covered under, “Allowable Exercise Related Costs.”
In addition, American Recovery and Reinvestment Act of 2009 (ARRA) funds have been used to purchase HeaterMeals for home delivered clients to supply food during emergencies, and for holidays and bad weather days.
